Changes in accommodation costs for flex workers

 

On January 1, 2025, a new system called the PKS (Price-Quality System) was introduced to determine housing costs for flex workers renting accommodation through employment agencies in the Netherlands. This system is mandatory for agencies affiliated with ABU or NBBU and is outlined in the Collective Labour Agreement for flex workers. The PKS aims to establish clear, transparent agreements about housing costs and to improve living conditions for flex workers.

How the PKS works

 

The PKS may result in a reduction of weekly rent for many workers. Updated rental agreements reflecting the new rates have been issued as of the beginning of 2025. The PKS evaluates properties based on several factors, such as:

  • Whether the bedroom is shared.
  • Bedroom size.
  • The number of people per bathroom.
  • The property’s energy label.
  • The number of people sharing the kitchen.

 

Each property is assigned a score based on these factors, which determines the rent. However, there is always a maximum amount that can be deducted—25% of the statutory minimum hourly wage, multiplied by 40 hours. In 2025, this cap is set at €140.60 per week.

 

What’s next?

Flex workers have received updated rental agreements, which include information about the property’s score and the applicable weekly rent starting from January 1, 2025.
